Civil Service/Personnel Officer

The City of Oneida has an immediate opening for a Civil Service/Personnel Officer.  The position is full time, in a workforce of approximately 140 full and part time employees and elected officials.

The incumbent would be responsible for handling:

Civil service personnel actions for new hires, position/pay changes, etc.

Benefits administration including NYS Retirement, health and dental insurance, and workers compensation program;

Employee training, and various other programs associated with local government employment, such as recording and monitoring monthly leave usage for all departments, and drug and alcohol testing for the City's CDL holder employees;

The position also works with the City's Mayor and attorney on union contract negotiations and labor relations issues, including grievances, discipline, and employee pay and status information.

Required skills:

Preferred experience:  human resources and benefits administration, most importantly, managing health care benefits for active personnel and retirees;

knowledge of NYS civil service system helpful;

Must have good communication skills both oral and written;

Ability to work independently, and have the ability to prioritize and complete a variety of assignments;

Discretion and confidentiality essential;

MS Word and MS Excel computer knowledge as well as basic computer navigational skills
