Emerging and Transitional Worker RFP

Amount:

up to $10 million for a training initiative funded from both WIA stim and/or regular WIA resources.

Initial Application Deadline:

Ends on July 8, 2009.

Award Amounts:

It is anticipated that contract awards may range anywhere from $50,000 up to $500,000. If the full $10 million is not awarded, the Department may reissue the Emerging and Transitional Worker Training RFP for the remaining funds during the coming federal WIA Program Year (July 1, 2009 to June 30, 2010).

Purpose:

This solicitation is intended to provide emerging and transitional workers with the necessary skills and competencies to successfully obtain employment and advance their careers. Training services available under this solicitation may include: career planning; work readiness; GED; occupational/post secondary entry level training; and, adult education and literacy activities provided in combination with training activities. Any projects which plan to offer career planning must incorporate the use of CareerZone and/or JobZone.

Department Priorities include:

green components, leveraging resources and collaboration, specifically with community colleges, and incorporation of Environmental Justice Zones.

Participants to be served:

low-income unemployed individuals 18 years of age or older. All projects must have an intake process in place to determine participant eligibility for services funded under this initiative. Individuals selected for project participation must also undergo an assessment to determine their training needs, career goals and interests; and, their supportive services needs so that the training can be completed successfully.

All proposed projects must ensure the provision of wrap-around services to its participants. Wrap-around services may be provided by a third-party through a referral (local One-Stop Center, etc.), or they may be provided directly by the applicant using grant funds. Wrap-around services include: assessment, supportive services, placement assistance and follow-up.

Eligible applicants:

For-profit or not-for-profit organizations that are duly incorporated and eligible to do business in New York State are eligible to apply. A WIA Grant Recipient may apply on behalf of a Local Workforce Investment Board that is not incorporated.
