BUilding Skills in New York State (BUSINYS) RFP

Amount:

approximately $5 million of statewide funds received under WIA and/or the ARRA

Application Deadline:

4:00 PM Eastern Time on July 20, 2009

Award Amounts:

Awards may not exceed $50,000.00 per company per year, subject to funding availability. There is no minimum award amount. Contracts will be awarded for a period of up to six months.

Purpose:

This solicitation is the first of up to three RFPs to support employer strategies and local efforts for lifelong learning for the development of the incumbent (employed) worker by providing funds for upgrading the occupational skills of those workers. Businesses throughout New York State need to ensure that the skills of their workers do not deteriorate or become “stale” in an ever more competitive and technologically complex global economy.

BUSINYS will provide funds to businesses to train incumbent workers in specific occupational skills needed by that business or industry that lead to potential career growth and increased wages. The position(s) targeted for training must exist and be filled at the time the proposal is submitted. The workers targeted for training cannot be owners, sole proprietors, or partners. The applicant must demonstrate that the training will result in the workers' acquisition of transferable occupational skills. Public – that is federal, state, county, municipal, public authority and public benefit corporation employees are not eligible to be trained under this initiative.

Eligible applicants:

In order to be considered for an award, an applicant (and all members of consortium proposals) must:

  • Be a private sector, for-profit, or not-for-profit business, and have four or more employees; or a consortium of two or more such businesses that have the same training needs.
  • Be headquartered or have at least one physical location in New York State at the time the proposal is submitted. (Funds awarded to applicants must be expended on employees working at the applicant's New York State facilities.)
  • Have contacted their local workforce investment area
